Main Responsibilities of Post:

Lead and give direction to a team of professional staff engaged in the carrying out of highway maintenance activities including preparation of engineering designs, contract document preparation, procurement and delivery of highway maintenance works throughout the district.

Comply with health and safety regulations, legal and statutory requirements, council standing orders, financial regulations and public sector procurement rules in delivery of all aspects of this role.

Maintain an up-to-date knowledge of highway maintenance techniques, modern procurement / construction methods, statutory instruments, legislation and the application of new technology appropriate to the discipline. Understand the requirements of design manuals, codes of practise, technical standards and advice notes and ensure that such requirements are applied to the work of the highway maintenance team.

Represent the Service at meetings internal to the authority and with external bodies and members of the public. Attend committee or other meetings as required along with acting as expert witness at formal inquiry hearings, giving professional advice as required.

Undertake the required duties as set out in the Construction (Design & Management) Regulations 2015 including the role of Principal Designer. Comply with the requirements of the service’s Health and Safety policy.

Prepare committee reports for Executive, constituency Area and other committees and issue briefs for members and senior officers. Attend Parish and Town Council, or Neighbourhood Forums as the lead officer for the service and, when required, deputise for the Highway Services Manager at other committees and subcommittees.

Provide an efficient service on queries and issues raised by Members of Parliament, Councillors, statutory bodies, other Council departments, the public and others. Act in the knowledge that in so doing you are the Council and that the Council is judged on your performance.

Monitor the progress of allocated schemes and programmes within budget and programme constraints, managing the team’s workloads. Provide regular monitoring data updates to funding bodies including the West Yorkshire Combined Authority in line with any funding agreement requirements.

Manage the development and delivery of the highway resurfacing programmes, surface dressing and lining contract with the minimum of guidance, ensuring the best levels of customer service.

Issue orders for work, monitor expenditure through the Council’s Highways Direct Labour Organisation and term and general highway maintenance contracts.

Lead and plan communication / consultation activities associated with the delivery of your projects ensuring that effective communication is established and maintained with all key stakeholders including elected members and senior managers throughout the delivery process.

Deputise for the Highways Services Manager when required.
