Group Manager – Market Management in People (Adults) Strategy and Commissioning Team

We are looking for an experienced senior manager to join the People (Adults) Strategy and Commissioning Team as Group Manager for Market Management for an initial 3 month period. As a member of the Senior Management Team you will contribute towards shaping the strategic direction of the People (Adults) department and leading the People Strategy and Commissioning team.

In addition the postholder will have the following responsibilities:

  • Contract Management – Leading a small contract management team with responsibilities for Adult Social Care and Public Health contracts. Ensuring an effective contract management forward plan is in place and that contracts deliver best value. Ensuring that providers are compliant with health and safety requirements.

  • Fee Negotiation- overseeing a programme of fee negotiation within the agreed financial envelope.

  • Quality Assurance – Leading a small team of Quality Assurance Officers to ensure that external adult social care services in the borough are delivering services to an appropriate quality standard. This includes: domiciliary care , supported living and residential care services. Also, to chair the multi-agency care governance board – linking in as necessary with the Safeguarding Team. To implement turnaround initiatives with providers where services fail to meet necessary quality standards.

  • To produced regular State of the Market reports – providing an analysis of quality of services.

  • To coordinate data returns and grant disbursements to providers as appropriate.

  • To work closely with the Group Managers for Commissioning and Purchasing to ensure an effective and sustainable local market.

  • To participate in a range of Boards and stakeholder groups as necessary.

  • Good knowledge of Adult Social Care markets required and how they operate and the wider strategic landscape, including relevant legislation.

  • Will need to have undertaken a similar role at a senior level to be shortlisted.

  • CIPS qualification desirable.

  • Hybrid working.
